Tucson changes to 'at-home' voting

Tucson, AZ will become "the largest Arizona to conduct balloting by mail," says the April 19 story from the Tucson Citizen.

It's probably the first large city in the U.S. to make this move. And it has to do with access. Most of its polls are inaccessible, says the story -- but rather than finding accessible ones, it will shift to at-home voting.
